About Us:
Hume Rural Health Alliance (HRHA) is a joint venture alliance of 15 independent public health services across Victoria's Hume region. The Chief Information Officer (CIO) reports to the Goulburn Valley Health Chief Executive, is a member of GVH's Executive Leadership Team and is accountable to the HRHA Executive Committee comprising 15-member health service CEOs, and is accountable for regional ICT strategy, cybersecurity, data and digital transformation across roughly 30 hospital sites.
This is a rare opportunity for an accomplished Chief Information Officer to lead a large-scale, system-wide digital health agenda — shaping investment, technology strategy and service delivery across the region. GVH is located in Shepparton, with the wider technology function based across the Hume region. The CIO may be based regionally or in metro Melbourne, with a commitment to regular travel — including visits across all 15 member health services — and visible, on-the-ground leadership.
The Opportunity:
- Finalise HRHA's next three-year Digital Health Roadmap — lead its delivery and shape the region's technology agenda from the outset.
- Shape HRHA's next-generation electronic medical record (EMR) strategy.
- Lead a multidisciplinary technology function of more than 100 professionals across infrastructure, cybersecurity, enterprise applications, architecture and digital transformation.
- Build regional technology capability, with scope to grow and mentor the team.
What We're Looking For:
- Proven CIO experience or senior technology leadership, ideally in health, public sector or not-for-profit.
- A track record leading similar-scale technology service delivery and digital transformation.
- Strong commercial acumen, with demonstrated expertise in vendor management, contract negotiation and major procurement (enterprise licensing, telecommunications, tenders).
- Outstanding stakeholder management skills, with the credibility and presence to engage confidently across a broad group of CEOs and health service Boards
- A transparent, collaborative leadership style — combined with the judgement and resilience needed in a complex, federated governance environment.
- Adaptive thinking and the application of technical judgement to live stakeholder issues.
- A genuine investment in developing others — and growing the technology bench strength.
- Depth in cybersecurity, data governance and the emerging governance requirements of AI.
